Opportunities have arisen for secondees to join the NFCC Team which works closely with the Home Office ESMCP Team. The successful applicants will join the team of Regional Coordination Managers (RCMs) seconded from FRSs and will be required to support national FRS representation and to assist in the delivery of the Emergency Services Network (ESN) to provide an upgraded and enhanced emergency services communications platform from the existing Airwave provision.

This will provide the successful candidate with the opportunity to support the development of emergency communications within FRSs across the country.

It will require the post-holder to liaise with a wide range of stakeholders from services across their allocated region(s) and the Programme. The RCM Team is led by the NFCC Business Change and Assurance Manager (BCAM) and works closely with FRSs in region(s) as they develop and implement their plans for introduction of ESN.

RCMs will also be nominated to take the lead in representing FRSs and the NFCC team in ESMCP work-streams.  It is possible that RCMs will be allocated regions outside of their home FRS and also be required to spend time in London and other locations when required. 

To broaden the skill set and experience of the team applications are particularly sought from personnel with an operational, communications or technical (ICT) background.

The NFCC (and previously CFOA) has been directly engaged in the ESMCP programme for approximately 6 years and this has established a strong FRS reputation with the other emergency services.  A close working relationship therefore exists with the corresponding teams within Police and Ambulance.

The successful applicant will be part of a team of RCMs who will be tasked with ensuring that each individual FRS continues the very positive approach to the Programme that has been apparent to date and supports them, via their own Project Manager, to deliver the various locally delivered aspects of the Programme.

The RCM team will also be expected to identify opportunities for collaboration and economies of scale within and across the regions in support of the national co-ordination provided by the NFCC Business Change Lead, BCAM and the Programme.

ESMCP is a fast-paced programme which is in the mobilisation phase and change is frequent and dynamic.  The Programme is an complex proposition and the post holder will therefore need to be confident at engaging with Programme representatives and managers in FRS, they will need to have proven skills of managing complex programmes and will need to be able to confidently deliver complex and sometimes challenging information to FRS.

The post will be a fully funded secondment to the Home Office and all reasonable costs of the secondment will be reimbursed to the successful applicant’s parent service. The role will report to the NFCC Business Change and Assurance Manager and will work closely with the ESMCP Team at the Home Office as well as travelling widely across the UK.

Prior to applying each applicant must obtain the approval of their FRS to apply and agreement that they will be released to take up the secondment should their application be successful.  In seeking FRS approval applicants should make their FRS aware that a phased release from FRS is possible with the intention of full release within 3 months of acceptance of the offer. 

Given the nature of the programme applicants pre-employment security checks which will be undertaken prior to taking up the secondment. It is anticipated that the secondment will commence in autumn 2020.

Flexi Duty allowance will be paid where there is a requirement for the post holder to form part of a Home Office on call duty rota.
