Do you want to shape and influence the future of fire safety? 

The National Fire Chiefs Council (NFCC) is looking for dedicated individuals to support a new policy and reform unit focused on building and fire safety regulatory reform. 

On June 14th 2017 the devastating fire at Grenfell Tower led to the loss of 72 lives with many more injured. The fire was an unprecedented event and since that day NFCC have been working closely with HM Government, FRSs and many other partners to ensure it should never happen again. NFCC have been working tirelessly with stakeholders to ensure that issues are identified and corrected, and that moving forward the public can be reassured about fire safety in all premises. 

In 2018 NFCC set up a Building Safety Programme Team (BSP Team) to lead the Fire and Rescue Services’ response to reforms proposed in Building A Safer Future, in response to the Independent Review of Building Regulations and Fire Safety, led by Dame Judith Hackitt.  

In late 2019 the Government invited the Chair of NFCC Roy Wilsher, to Chair a new Protection Board (PB). The Board consists of senior representatives from the Home Office, the Ministry of Housing, Communities and Local Government (MHCLG), the National Fire Chiefs Council (NFCC) and the Local Government Association (LGA), with the involvement of the shadow regulator (the Health and Safety Executive). 

This year the Government have provided £20m in funding to support an uplift in FRSs Protection activity and capability. In order to lead and co-ordinate NFCC’s Protection activities a new unit is being established to lead on Protection Policy and Reform. The purpose, structure and activities of the unit are still being formalised, but there are a number of workstreams already underway or identified as necessary. These may include but are not limited to: 

Building Safety Programme Team

Protection Board

Service Improvement 

Service Delivery

New Building Safety Regulator and regime, feeding into new legislation and guidance.

Building Risk Review Programme (focused on high-rise residential buildings)

Protection National Organisational Guidance and Learning (NOG/NOL)

Risk Based Inspection Programmes, and HMICFRS recommendations 

GTI Protection recommendations


Enforcement quality assurance

Enforcement Guidance and Tools

Public affairs, communications and stakeholder engagement

There is an immediate need to seek expressions of interest from staff to assist the Head of Governance in overseeing the work of the Admin and Research Team whilst also deputising in wider departmental activities as appropriate. 

Candidates would benefit from having; 
  • Experience of staff management
  • Good oral and written communication skills
  • A good understanding of project management
  • Good numerical skills and experience of budget monitoring
  • Experience of multi-tasking under pressure

Opportunities may be offered to successful candidates either on a secondment basis, or via fixed term contracts subject to skills, experience, and knowledge. Roles are for an initial period up to 31 March 2021, with the possibility of extension, subject to future funding.
